On July 28th, 1995 migration off of the island began. Within the first year over 3,000 people left the island, typically women and children. Over the next two years, until July 1995, another 4,500 people migrated away from Montserrat to other locations such as the United Kingdom, Antigua, North America and other Caribbean Islands (Pattullo). This large amount of migration accounted for approximately two-thirds of the population. A head count taken by the statistics department in September 1997 indicated that the population on island was 5,300 (The EOC Today, 24 Sept 1997). As the population fluctuated over the next few years the statistics department did their best to keep count of those living on island.
